Would Hasbro designers love to make big, solid figures with great articulation and cool transformations? Absolutely, every transformer designer wants to do that. Hasbro and Takara both want to do that. But it’s not financially possible in this day and age. People also pretend that it’s a problem unique to Hasbro, even though we can look at things like the Transformers Go combiners and see that those things, despite being Japan-only, are actually more full of hollow spaces and awkward engineering and designs than anything Hasbro had on the market for main line at the time. Part of the third wave of Transformers Minimates from Diamond Select, this Arcee is a 2-inch-tall figurine featuring metallic paint, 12-14 points of articulation, and accessories and body parts interchangeable with other Minimates. Due to their small size, all 4 figures in each series are sold in the same blister card. Arcee includes an alternate head, this one displaying her long-distance visor from the animated film. In 2016, the Collection 2 Micro-Changers were re-released in a whole new production run for Dollar General stores in the US as part of a large collection of re-released Kre-O sets. But where most of these releases are nigh-identical to the originals, the re-released Micro-Changer blind-bags use the almost-entirely-retooled 2015 Kreon, with slightly-differently-hued plastics than the originals. (It is possible for some of the add-on pieces to be in the older hues.) Arcee's paint operations have also been slightly altered (much less so than most others in the collection), mostly just replacing her white paint with a very light pink.

My guess is Hasbro realized they have a near monopoly on the toy-robots-that-become-things market at regular retail. The only other lines you'd see were those cheap no-name figures at Family Dollar and the like. So, Hasbro decided to go after that market, too.
