This character existed before Neil Gaiman – he was the storyteller in the framing sequences of DC’s horror anthology titles ( see the Guide to DC’s Houses & Horrors for more information). Note that these pre-Gaiman appearances are effectively non-continuity, as we don’t learn any specific story elements about Destiny. The original version of Sandman fell into obscurity when superheroes fell out of popularity in the 1940s. He would appear sporadically in the occasional cameo as part of the Justice Society of America over preceding decades.

Some of the past DC Omnibus have had binding issues, though they've reportedly been corrected in later volumes, so maybe this one will be ok.
